Final HPAI Rule Awaits OMB Clearance

The Animal and Plant Health Inspection Service (APHIS) has sent a final rule on indemnity payments for Highly Pathogenic Avian Influenza (HPAI) to the White House Office of Management and Budget (OMB) for clearance.  Among other provisions, the rule is expected to require producers to certify that they have a biosecurity plan in place to be eligible for indemnities. OMB normally has 90 days to review regulations, which are not public until published in the Federal Register.  It is unknown whether APHIS made any changes in the final rule, compared to its initial proposal.
